Well, in that case...neither am I. No Picasso here, trust me. You don’t need any special skills to use this set and create gorgeous pages. You also don’t need a bunch of supplies. It’s designed so you wouldn’t be overwhelmed but inspired.
If you keep on waiting for your skills to just show up one day, they won’t. You need to make art and make art and again...make art to develop those skills. So, forget about having the right skills. Anybody with any desire to make something creative can follow this book without any problems.

Nope. You see, having a template helps you start your first steps, give you ideas. But you can always skip a step, add something on your own, and experiment with mixing and matching all the ideas. Every time you use a different element and a different color, or add something new, your pages become different and you can develop a style this way.
You don’t need to print out the whole book. You can only print the pages with printables. If you don’t have a printer, you can always ask a friend or take the book to the printer shop or a photo print shop. I’m sure most of them have this service. I do this all the time because I also don’t have a printer (true story).
Tip: print on a laser printer so your images won’t smudge when you use them with wet media.
Nope. Just the basic ones like watercolor, acrylic paint, glue, pens, markers, and perhaps a stamp. If it happens that you don’t have a certain paint or a tool, just replace it with something else (eg. use acrylic paint instead of watercolors).
